Han Senagat Hyzmatlary had been set up to pursue 121/CipherMe deployments in Turkmenistan.

There had been a number of business attempts in a variety of potential deployment areas. However, the majority of them did not come to fruition, in almost all cases, due to wide grey area between interests of the state and those of high-ranking deciding individuals. Amongst attempted and, sometimes quite close to deployment were:

• roadside alkohol level control
• deployment of customised ATMs and digitised bill payment system
• city infrastructure and safety management, including licence plate recognition
• creation and circulation of digital customs documents
• digital documents and their circulation
• public access control during Asian Games in 2017
• electronic passports and digital breeding books for akhal teke horses
• digitisation of library collections, to improve nationwide access
• personal digital medical records
• national insurance system
• electronic rail tickets
• tax system
• Turkmen Airlines ticketing system
• support for digital visa system

In the end, only two projects were deployed:

• the management of public transport buses in the city of Aşgabat
• the monioring of gas rigs in the Yolotan section of Galyknysh field.
